REACH, the EU new chemical policy, entered into force on 1st June, 2007 to streamline and improve the former European Union (EU) legislative framework for chemicals, ensure a high level of protection to health and the environment as well as enhance innovation on green chemicals. The REACH regulation is considered as one of the most important regulations in EU during the past 20 years. It is estimated that the financial impact of REACH on manufactures will be 12 times greater than the impact of the RoHS Directive. REACH will have a significant impact on various industries including Electrical and Electronic industry. Any manufacturer or importer may whilst retaining full responsibility for complying with his/her obligations under REACH regulation, such as registration, restriction, authorization and notification etc. Registration: Substances on their own, in preparations (e.g. paint) or in articles intended to be released, in quantities of 1 tone or more, shall not be manufactured in the Community or placed on the market unless they have been registered with the European Chemical Agency (ECHA). Restriction: The use of a chemical is strictly restricted when there is an unacceptable risk to human health or environment, arising from the manufacture, using or placing on the market. For example, PBB, Pentabromodiphenyl ether or Octabromodiphenyl ether etc. For more details, refers to Annex XVII of REACH regulation. Authorization and notification: To protect human health and the environment, Substance of very high concern (SVHC) will subject to various statutory provisions under REACH if they are listed in annex XVII, such as applying for authorization, notification and information in the supply chain etc. The fist SVHC candidate list was released on 30th June 2008. ECHA invites all interested parties to voice their scientific comments on the identification of them and other information. Companies that do not comply with REACH will have no market, so REACH poses a threat to business continuity for any company doing business in the EU (and for businesses with customers or suppliers who do business in the EU).
