Norway PoHS Service


On Jun. 8th 2007, Norway notified WTO of its intention to prohibit 18 substances from consumer goods in Norway, called the Prohibition on Certain Hazardous Substances in Consumer Products, or PoHS. The prohibition is proposed as a new chapter concerning consumer products in the Norwegian Product Regulations. PoHS limits the concentration of 18 certain hazardous substances in the product's homogeneous component parts. The 18 prohibited substances are hexabromocyclododecane (HBCDD), tetrabromobisphenol A (TBBPA), medium-chained chlorinated paraffins (MCCP), arsenic and arsenic compounds, lead and lead compounds, cadmium and cadmium compounds, tributyltin compounds (TBT), triphenyltin compounds (TPT), musk xylene, musk ketone, Perfluorooctyl acid (PFOA) and individual salts and esters of PFOA, some selected surfactants (DTDMAC, DODMAC/DSDMAC, DHTDMAC), Bisphenol A, diethylhexylphthalate (DEHP), pentachlorphenol as well as triclosan. The prohibited substances are highly hazardous substances with the persistent, bio-accumulative and/or toxic natures.

Compared with the well-known EU RoHS, the regulated product boundary and prohibited substances of PoHS are much wider. Since it is a legislation concerning consumer products, PoHS covers not only electrical and electronic products, but also all other consumer goods. However, PoHS not applies to food products, food packaging, fertilizers, medical equipment and tobacco, equipment for means of transport and tyres and similar accessories for means of transport. In addition, only two substances, i.e. Pb and Cd of the 18 prohibited substances of PoHS are in the restriction of EU RoHS, and the limit of Pb is 100 ppm in PoHS, more stringent than that of EU RoHS (1000 ppm).
